Prison Scholars Program Site Coordinator

Kittrell Decator is the Site Coordinator for Georgetown University’s Prisons and Justice Initiative, overseeing the Prison Scholar Program at the D.C. Jail. He manages on-site operations, including technology and supplies, while providing direct support to students and faculty. Kittrell ensures seamless collaboration among Georgetown, PJI, D.C. Jail and the Department of Corrections Education Division. He works closely with scholars, Georgetown faculty and staff to facilitate research, admissions, and evaluations, fostering an environment that promotes academic success and meaningful engagement behind the walls.
Kittrell’s commitment to justice extends beyond education. He has served as a leader in reentry initiatives, including his role as an Enhanced Behavioral Health Coach and Instructor for Anne Arundel County’s Diversion and Reentry program, where he taught The 7 Habits of Highly Effective People to prepare incarcerated individuals for successful transitions. As a Justice Fellow with The Education Trust, he engaged in legislative advocacy and developed programs supporting formerly incarcerated communities. His experience also includes serving as a Peer Support Specialist for Pathways to Housing DC, helping individuals overcome addiction and housing instability. Kittrell has presented at the Georgetown Criminal Law Association and the American Criminal Law Review for The Holloway Project, a pro bono legal initiative founded by former federal judge John Gleeson that helps inmates serving excessively long sentences.
A frequent speaker and facilitator, he leads men’s healing circles and addresses topics such as mental health, career development, and relationship awareness. Through partnerships across Baltimore and the D.M.V, he continues to challenge narratives about justice-involved individuals and champion policies that create a more equitable system.
