Keicy Tolbert

Managing Director

Keicy Tolbert joined the Prisons and Justice Initiative in 2026 as its Managing Director, overseeing Finance and Operations. Keicy has more than 15 years of administrative experience in higher education and nonprofit administration. Before joining PJI, Keicy served as Chief of Staff and then Vice President for Administration at the Carnegie Foundation for the Advancement of Teaching. Prior to that, she held administrative roles at Stanford MBA Admissions and the University of Virginia’s Institute for Humanities and Global Cultures and the Darden School of Business.

Keicy holds a Ph.D. in English Language and Literature from the University of Virginia and a B.A. in English from Boston University.
